Quarantines a user (blacklist).

It cannot be applied to Administrators or to yourself. Removes roles, applies the blacklist role and restricts the user to the quarantine channels, as set in /setup → Blacklist. Without a duration, Marin asks whether it is permanent. Timed blacklists lift automatically; if the user leaves and rejoins, it is applied again.
